Terrorism has become a global problem these days. Ail parts of the world are worried due to this menace. During the French Revolution 1793-94 there was reign of terror. Hence many lives including innocent people were lost. Terror means extreme fear. Thus a terrorist causes terror. Terrorism means use of violence and intimidation especially for political purposes. Underlying motive is revenge against society or a revenge appetite for power and recognition. Use of violence is either random or selective to further or ideological and national aims. The purpose is to force the society or group being terrorized to go in the direction that the terrorists obviously want it to do. Today we see terror from the left and the right, wide spread it has no regard for life or for human beings. Most of the persons in it had nothing to do with Indian politics. This is the trouble which was created by the terrorists. It is a criminal act to bring about political changes. State sponsored terrorism adds a new dimension to the terrorist threat. They have greater resources of every kind- weapons, connection, mobility, information and recruits. Terrorism is not measured by body counts or property damage, but rather by its psychological effects and its political results. They have captured head lines and television line. Terrorists certainly have been able to create fear and alarm.

In India, terroristic acts were directed against persons or individuals who betrayed the party. When caught and tried they never cared to defend themselves, but seized the opportunity for spreading their doctrine. Propaganda and publicity were their purposes.

UPRISINGS IN NUXALBARI:

Indian peasants' uprising was started in Nuxalbari, situated in North Bengal in 1967. This left extremist within the parliamentary frame work. The movement was Maoism-inspired and its non-allegiance to the Indian Constitution, adopted violent means to achieve their end. To begin with the Movement attracted intelligent and educated young men in large number. In its initial years, Charu Muzumdar, an unbalanced personality emerged as the pivotal figure of the government which seemed strong enough to launch revolutionary fires all over India. It spread to Calcutta and other districts in Bengal and then to other parts of the country to the Punjab and Telangana district in Andhra Pradesh. They were of the opinion that Indian politician was playing a fraud on his constituency, on democracy and upon himself as well (iii) use of administrative resources and patronage by those who are in power, be checked (iv) Reduce the number of political parties. Last year 1991, the level of terrorism was high throughout India, as Punjabi, Kashmiri and Assamese Separatists conducted attacks in a bid to win independence for their states. Violence claimed at least 5500 lives in Punjab and over 1500 lives in Kashmir. The separatists regularly assassinated civil servants, political candidates and presumed government informers. In Punjab 23 candidates running for state and national office, were killed. There was menace of people aboard trains and buses. In Assam ULFA (United Liberation Front of Assam) was responsible for a spate of terrorist operation particularly kidnapping.

Kashmiri militants routinely planted bombs in and around bridges and communication targets and extorted money from local businessmen. Newsmen received death threats. Kashmir group also assassinated journalists including editor of Urdu daily Al Safa.

Punjab terrorists extended their operation outside Punjab. In last August unsuccessful attempt was made to assassinate the Indian Ambassador to Romania in Bucharest. Kidnapping of foreigners was done to attract international attention to their cause.

On 31st March, in western Kashmir, the Muslim Janbaz Force (MJF) Kidnapped two Swedish Engineers. The MJF had pledged to hold the pair until the United Nations or Amnesty International investigated alleged human rights in Kashmir. On 5 July however engineers escaped when they were left unguarded on 9 Oct. Romanian Charge in New Delhi was kidnapped and KLF claimed responsibility. They demanded release of three imprisoned terrorists. The diplomat was released on 25th November without the condition being met.

The LTTE of Sri Lanka is believed responsible for the 21st May assassination of Congress (1) president Rajiv Gandhi in southern India. Seventeen others also died in the bombing which occurred while Gandhi was campaigning.

Nuclear weapons are available. If these are obtained by the terrorists through some sources they can create havoc for humanity. Even the citizens of a country have become refugees in their own country due to sudden and dreadful attacks on those peace-loving people. There are astonishing changes in the former Soviet Union and former Soviet Bloc. The change has deprived terrorist groups of material support, sanctuary and safe haven from which they used to operate and get arms and financial support. Changes in Yugoslavia has also unleashed long contained rivalries. They have claimed a great number of lives and caused wide spread suffering.

EXTRADITION TREATIES

India has been urging human rights organizations and some western governments to focus attention on the violation of human rights by the terrorists in Assam, Kashmir and Punjab. Terrorism and human rights observance do not go hand in hand. Terrorists are enemies of the human race and have to be tracked down and surrendered to the country where they are accused or convicted of crime. Such like treaty has recently been signed between, Britain and India. The other three treaties are with Bhutan, Nepal and Canada. Once the treaty goes into operation, New Delhi should see that its enforcement is strictly done in the whole of Europe through the 12 nation European community. RECOMMENDATIONS

Terrorism cannot be fought with terrorism. We have to un-cover and understand the causes of terrorism. Basically it is the result of massive political mismanagement. Policies have to be devised to re establish confidence among those who are resorting to the gun. Any way the following recommendations may help :

To launch a public awareness, effort is to be made to better inform the people about the nature of terrorism and the threat it represents to our national security interest and to the freedom, we deeply cherish. (2) We should be firm with terrorists, Rewarding these only encourages more terrorism. We should work with friendly nations to apply diplomatic, economic, political and if necessary, military pressure on states which sponsor terrorism. (4) If some country supplies money, weapons, training, travel or safe haven for terrorists, we must respond. (5) We want to bring terrorists to justice, we must co-operate with friendly nations to identify track, apprehend, prosecute and punish terrorists. Our efforts should include exchange intelligence information's on terrorists and their movements developing "watch lists", for use by border police and tightening extradition treaties. (6) Anti terrorism training be started for police officers and security personnel.
